The Permanent Observatory for Portuguese Justice (OPJ) has been established since 1996 at the Centre for Social Studies (CES) from the University of Coimbra and is, nowadays, part of the research group Democracy, Citizenship and Law (DECIDe).

The main goals of OPJ are to analyze and unveil the judicial system in its multiple functional facets, to elaborate studies to support the development of public policies and reforms of justice and to evaluate and monitor ongoing reforms.

OPJ has developed, for several years, a vast number of research projects of sociolegal interest and of consultancy on the judicial system and the application of law in society, either in Portugal, in several countries of Portuguese language and in the European space. Several reports resume the main results of the research and consultancy projects. OPJ has also been involved in international research projects and networks, multilateral partnerships, the production of books and articles published in Portuguese and foreign journals.

The work developed on judicial reforms in the last years has emphasized the consultancy projects among the OPJ activities, with the production of draft legislation on several areas of the judicial and legal systems.

Also noteworthy is the experience in advanced training which was deepened with the creation of the Legal and Judicial Training Unit (UNIFOJ). UNIFOJ has developed several training courses on different areas of law and justice and, in close articulation with the School of Economics of the University of Coimbra, has brought up the Specialization Course on Judicial Organization and Management.
